The world has grown to become a big village with many social activities that connect the
people. Communities all over the world are now working together having realized that they stand
to lose more if they did not do so. In this spirit, the community emergency response teams are
often formed in communities with the aim of educating the community on how to respond in
cases where disaster strikes in the communities. In this context, disaster is taken to include
situations that would endanger the lives of the members of the community such as storms and
earthquakes. So far, these community emergency response teams have proven to be quite helpful
in helping the communities deal with issues especially since they train the community.
It is important that the community emergency response teams are developed and created
in the community due to the impact that they have on the community. To understand this better,
it is critical that the evolution of the CERTs be looked into. According to experience, the Federal
Government has been noted to take a proactive position when it comes to dealing with Disaster
Management (Jensen & Carr, 2016). As a result, the relief that was provided after the disaster
had stricken the communities proved to be very slow and inefficient. This is in the context of
direct assistance to the affected persons. Sadly, there are instances where the timely response is
critical, and it can easily translate to the loss of lives when the help comes too late after disasters
have occurred. As such, the government seemed curtailed and unable to deal with issues
efficiently enough, and this is where the CERTs come in.
Originally, the CERTs idea came about in the City of Los Angeles. The fire department
