The juvenile justice system has shown major disparities in races and color. The extent of
involvement of the minority youth and the in particular blacks, in comparison to the whites, has
major variations. The existence of the disproportionate representation of races in the systems has
raised questions about the fairness and equality of the scheme. The disproportionate number of
