In 1939, the FBI was tasked with the role of running the Uniform Crime Reporting
(UCR) Program. With the cooperation of other law enforcement agencies, the FBI compiles
crime data and generates comprehensive reports on the occurrence of crime. These reports help
criminal justice students, law enforcement executives, and researchers in understanding crime
trends and in making better decisions.
Every year, the UCR releases four publications namely crime in the United States, Hate
Crime Statistics, Law Enforcement Officers Killed and Assaulted, and National Incident-Based
Reporting System. This essay uses reports published by the UCR to compare the occurrence of
hate crimes in Los Angeles, California and Suffolk County, New York in 2015.
The state of California reports the highest number of hate crime incidents in the United
States. In 2015, Los Angeles took the lead reporting 28 hate crimes ("Table 13 - California",
2015). 16 of the reported crimes were motivated by ethnic, racial, and ancestral diversity. Los
Angeles has a very diverse populous. This is one reason behind the hate crimes as compared to a
county like Santa Clara which reported zero hate crimes on similar grounds. Los Angeles also
reported two hate crimes motivated by religious differences; 9 cases as a result of sexual
orientation and 1 to a person with a disability. This shows a trend of intolerance in Los Angeles,
but UCR discourages ranking based on its data.
Between Los Angeles and Suffolk County, Suffolk took the lead reporting an astounding
65 hate crimes the same year ("Table 13 - New York", 2015). 44 of these offenses were
motivated by religious differences followed by race and ethnicity, sexual orientation, and finally
gender identity. More recent news reports have also indicated an increased anti-Hispanic and

Anti-Muslim hate crimes in Suffolk County after the just concluded general presidential
elections.
As mentioned above, the rates of the crimes varied in these counties. Los Angeles
reported 16 cases of ethnic/race motivated hate crimes, four more than Suffolk County which
reported 12 cases. Suffolk also reported 44 religion motivated cases which were 42 cases more
