As you know rate of consumption is equal to k*([A]^a)*([B]^b) for the reaction a*A+b*B->c*AB. In your case rate = k*([NO]^2)*([Cl2]^2). Using your table row 3 we get rate = 5.0*(10^(-3)) = k*(0.13^2)*(0.10). When both reactants have concentration of 0.12M rate will be k*(0.12^2)*(0.12). Using previous equation we get rate of 5.0*(10^(-3))*(0.12^2)*(0.12)/((0.13^2)*(0.10))=5.11*10^(-3) M/s. This is the answer.
