At times, he has had to be protected from other adolescents who bully him and take advantage of him. Jimmy is ready to be moved to a less restrictive home owned by the agency you work for. There is a more appropriate foster home he could move to, but you are told to have him remain at the residential facility even though there are older, more aggressive youth.
