Introduction
The department of Homeland Security is a department of the United States federal
government that has the duty of providing security to the public. Typically, the homeland
security is responsible for combatting terrorism activities, securing the US border, combatting
cyber security, and enforcing immigration and customs laws among others. One of the
contemporary issues related to homeland security is the issue of terrorism. The 9/11 terrorist
attack impelled one of the largest restructurings the federal government has ever witnessed since
World War II and introduced several susceptibilities within the US security framework.
Following the September 11, 2001, attack, the Congress was prompted to pass the Homeland
Security Act of 2002, which combined over 20 diverse entities and departments into the
Department of Homeland Security.
Since its inception over a decade ago, the Department of Homeland Security has been
faced with a number of issues that pose as a problem and threat to the department as well as the
United States citizens and residents. Terrorism is one of the major contemporary issues facing
the homeland security (Video 2.1: History of Terrorism Studies, 2016). Typically, terrorism
refers to the unlawful application of violence against individuals, in the pursuit of economic,
political, and/or social aims. Terrorism, which developed the rage for a national ‘homeland
security’ structure, must be acknowledged in a strategic framework. To address and effectively
counter terrorism, it’s important to address the policy implications regarding terrorism. This
paper will analyze two policy implications and two theories; terrorism as a psychological warfare
and terrorism as a means to an end, and orthodox and critical terrorism theory respectively. This
paper will also base its analysis on two articles; ‘Understanding the terrorist threat: Policy

implications of a motivational account of terrorism’ and ‘Introduction: 10 years of Critical
Studies on Terrorism’ as well as one video, ‘History of Terrorism Studies’.
