a 2004 study conducted at utah lake using the capture and recapture method estimated the carp method population in the lake to be about 1.1 million over a period of 15 days, workers captured tagged and released 24,000 carp.In the recapture phase of the study

24,000 out of 1.1 million carp were captured and tagged

24,000 / 1,100,000 = 0.0218 or 2.18% of the carp were tagged  (in the total population)

So, if 10,300 were recaptured, then 2.18% of them should have tags  (in the sample)

Therefore,

 about 10,300 x 0.0218 = 225 carp had tags

Remember, that the 2.18% is the AVERAGE percentage of carp that are tagged in a SAMPLE group,  so at any given time the number of carp recaptured with tags will only be ABOUT 2.18% of the number recaptured....MORE OR LESS.

That's why it's just an ESTIMATE.
