First, multiply both sides by 5y (to get it from the bottom on one side to the top on another):

-2 = 5y x -4/15

Then multiply both sides by 15, to get rid of that denominator, too:

-2 x 15 = -4 x 5y

-30 = -20y

Then divide both sides by -20 to get y on its own:

-30 / -20 = y

y = 3/2 (there is a common factor of -10 in the -30/-20 that you can remove).
