The U.S Coast Guard (USCG), an affiliate of the military forces of the U.S, operates
within the Department of Homeland Security and is delegated with the mandate of guarding and
serving the interests of the United States’ maritime borders, economy and environment. It also
actively participates in the saving of endangered lives within U.S. waters. USCG, which is both a
military service and federal law enforcement agency, works hand-in-hand with other Homeland
Security apparatuses and other government agencies, and is legally authorized to maintain the
safety of the U.S. maritime boundaries, promote the global trade, protect natural marine
resources, and respond to acts of threat to United States via her waters (Ostrom, 2011).
As a vital affiliate of the Homeland Security Department, the United States Coast Guard
(USCG) is charged with additional responsibilities that require it to execute its missions in
