FRENCH ELECTRONIC HEALTH RECORD PROGRAM
The French Electronic Health Record Program, dubbed DMP for dossier medical
personnel, was developed as a free service to ensure the improvement of healthcare service
delivery in France. The system ensures patient data is freely accessible to physicians and
healthcare specialists in numerous organizations all over the country. DMP has been gradually
rolled out to other French territories in the public and private sectors. It integrates other various
healthcare software and e-health systems which have been certified to be compatible.
DMP has advanced healthcare technologically in France and ensured coordination of
patient care in the country and overseas territories. Overall, the program has modernized
operations in healthcare facilities and reduced the burden and workload on physicians, patients,
and healthcare organizations. However, even with its success and potential, the program seems to
face several challenges. These challenges can be categorized in various tiers, including those
arising from the transformation from local to global information systems and service delivery
from healthcare professionals to patients (Sahay et al., 2018). Additionally, other challenges arise
from technical issues arising in strategic information management and data conversion from
numeric to more complex data forms.
The transformation of the healthcare information systems from a local level to a global
level regarding DMP may cause challenges in France and other territories. These challenges will
result from the existing infrastructural differences in the various regions. Whereas technology
may be advanced in some parts, it cannot be wholesomely similar everywhere (Sahay et al.,
2018). Thus, this might result in lags, delays, and downtimes that will affect service delivery and
the flow of information among healthcare professionals in different geographical regions.
Service delivery from healthcare to patients in the DMP program faces the challenge of
technical rationality, whereby differences may arise on personal, cultural, or political grounds

when using the system. Some healthcare professionals though skilled in medical practices may
face the issue of system interoperability, thereby leading to issues in information exchange.
Therefore, it poses the risk of patient data privacy and security, which might be breached.
Moreover, the program's challenge of strategic information management arises due to managerial
rationality.
