First read this as "find the length of JL", that is more interesting:)

For JK, we need only the definition of a kite: it has two pairs of adjacent sides. Because JK : KL = 3 : 2, JK is not equal to KL. Thus, JK = JM, KL = LM.

From JK : KL = 3 : 2 we obtain 2*JK = 3*KL,  KL = (2/3)*JK = LM.

Perimeter is JK + JM + KL + LM = JK + JK + (2/3)*JK + (2/3)*JK = 30inches.

JK*(1+1+2/3+2/3) = 30, JK*(10/3) = 30, JK = (3/10)*30 = 9 (inches).
