The first point is given. Use the slope to find the second point. Rise/Run. 

It has to rise 1 and run 3.

Rise corresponds to the y direction. So add 1 to the y-coordinate. 3 + 1 = 4

Run corresponds to the x direction. So add 3 to the x-coordinate. -2 + 3 = 1
