In this case, some of the critical facts were that OSHA inspector named Oliver Stone
made an unannounced visit to a business owned by Jay Carlos. Oliver Stone made the visit to
review whether the company was complying with blood-borne pathogen policy and also
employee hepatitis vaccination procedure (Borden & Cooper, n.d). It is important for all
employees to work in a healthy and safe environment. This business was known for not
complying with the OSHA laws and the inspector only wanted to be sure that the
environment was safe enough for the employees. In the past, mentally disabled adults were
cared for either at their relatives’ home, or in their parents’ home, or even in large state
hospitals along with the mentally ill. In the early 1970’s the attitude and perception towards
the mentally disabled started shaping positively. They were given better treatment and were
more appreciated in the society. The people started to realize that mentally handicapped
adults were also capable of living fuller.
After looking at the lucrative business opportunity, Joy Carlos came up with an idea
of opening a home to help the mentally disabled. Although the facility housed more than 20
