INTRODUCTION
Security of electronic financial and health records is a critical aspect of any institution.
Many different solutions have been developed over the years, but the question remains as to
whether the data in electronic form are secure enough. This calls for proper policy to guide
industry players in developing more secure access control models. In this paper, I present an
access control policy for electronic financial and health records at the LMJ-Star Services (LSS). I
address patient privacy requirements, confidentiality of private information and the need for
flexible access to financial and health electronic records (Paris et. al., 1978).

Protecting access to IT systems and applications is critical to maintaining the integrity of the
LMJ-Star Services (LSS)'s technology and data and prevent unauthorized access to such
resources. Access to LMJ-Star Services (LSS) systems must be restricted to only authorized
users or processes, based on the principle of strict need to know and least privilege.
POLICY OBJECTIVE
The objective of this policy is to ensure the Institution has adequate controls to restrict access to
systems and data.
SCOPE
This policy applies to:
All Institution offices:
All employees, interns, consultants, contractors, agents and authorized users accessing Institution
IT systems and applications
All IT systems or applications managed by LMJ-Star Services (LSS) that store, process or
transmit Information, including network and computer hardware, software and applications,
mobile devices, and telecommunication systems.
