1. inconsistent, no solution.

y1=(-2/3)x-4; 3y2=-2x-12, y2=(-2/3)x-12

As k1=k2=-2/3, y1 parallel y2, two lines never interact with each other, thus no solution and inconsistent.

2. consistent independent, a unique solution (-2,2)

As can be seen from the graph, two lines intersect at one unique point, thus they are consistent independent and has a unique solution.

3. when the two lines have the same equation, they are called consistent dependent, and has infinitely many solutions.
