F = ma 

where 

F = force acting on the car = 205 N (given) 
m = mass of the car = 863 kg (given) 
a = acceleration of car = 3.64/T 
T = time required 

Substituting appropriate values, 

205 = 863*(3.64/T) 

and solving for "T" 

T = (863 * 3.64 )/ 205 =  15.32 sec
