In considering what the ramifications of incarceration reform might be, communities must examine the potential consequences, both positive and negative, of reducing jail time. Communities must be careful in their examination no matter what substitutes are proposed for the incarceration process or how good those substitutes may sound.


  • In your opinion, what is the most important reason to reduce U.S. incarceration, and why?
  • Which reason to support reduced incarceration seems the least significant to you, and why?
  • Should offenders’ roles as parents be taken into account when considering whether they should be incarcerated or whether their sentences should be reduced? Why or why not?
