The force of gravity between two objects is 
F= G m1 m2/r^2 

G=newtonian grav cst 
m1 = mass of first object 
m2 = mass of second object 
r=distance between them 

for this question, the variable in question is r, the distance between them 

gravity depends on 1/distance^2, called an inverse square law 

so if the distance gets smaller by 4, the force changes by 
1/(1/4)^2 = 16, meaning the force is 16 times larger 

if the distance increased by 4, the force would become 1/16 of its previous value
