the tuition at local community college was $1945 in 1994 and $2266 in 1996.  Find the rate at which tuition was increasing

The total rate of tuition increase for the two years is (2266 - 1945)/1945 = 321/1945 = 0.165 = 16.5%.

However, if we are to find the annual rate, x %, then the equation for it will be 1945* (1 + x/100)^2 = 2266.

Then 1 + x/100 = sqrt{2266/1945} = 1.079 and x = 100*0.079 = 7.9, so the annual rate is 7.9%.
