I'm not sure what the (5,7) is for  but the equation needs to be in y=mx+b form   So rearrange the equation so that y is by itself on the other side.   So y=-x/2+7  is the equation. If I was unclear a bit let me know, I can help better if you can rewrite the question so I know that that 5,7 can mean something thank you

x+2y=7, y=-x/2+7/2

since two lines parallel, so k2=k1=-1/2. Assume the new line has the equation: y=-1/2 x+b, plug in (5,7) we get 7=-5/2+b, b=19/2

so y=-1/2 x+19/2
