Given : n = 12 and p = 0.7

therefore q = 1 - p = 1-0.7 = 0.3,

Normal approximation can be used if and only if n*p as well as n*q are greater than 5.

n*p = 12 * 0.7 = 8.4 > 5 

but n*q = 12 * 0.3 = 3.6 < 5 

which means above condition is not  satisfied. and hence normal distribution cannot be used.
