Hello Class,

There are various issues in mental health care arena, it has been pointed out that there are disparities in mental health care in populations such as inmates who instead of being in hospitals and care facilities are in jails. Within the past decade, reliance on the juvenile justice system to meet the needs of juvenile offenders with mental health concerns has increased ( Underwood & Washington, 2016). Due to this tendency, research has been conducted on the effectiveness of various intervention and treatment programs/approaches with varied success. This types of interventions and programs are much needed to keep juveniles with mental health issues away from the criminal justice system. This should be looked at from a public health perspective rather than a criminal justice perspective.

California has passed several state Propositions such as prop 63 (now known as the Mental Health Services Act or MHSA) in November 2004, provides the first opportunity in many years for the California Department of Mental Health (DMH) to provide increased funding, personnel and other resources to support county mental health programs and monitor progress toward statewide goals for children, transition age youth, adults, older adults and families (dhcs.ca.gov).

Criminal justice officials are responding to the criminalization of individuals with innovative programs designed to divert individuals with severe mental illness away from the criminal justice system Two of the most promising programs are: mental health courts and crisis intervention (treamentadvocaycenter.org). Advocacy for funding and programs that address mental health issues is important, when policies or laws that threaten these programs emerge the communities and social workers should take a stand and emphasize the importance of these programs.

A policy can have a significant impact on the mental health of the population concerned (World Health Organization, 2004). World Health Organization (2004) states, in order to maximize the positive effects when mental health policy is being formulated it is necessary to consider the social and physical environment in which people live. The DSM 5th ed has become a policy tool because a recognized diagnosis is necessary for getting approval for third-party payments , like those from insurance companies or Medicaid (Popple & Leighninger, 2015). Popple & Leighninger (2015) also states, the emerging policy issue is that there is not much explanation for what causes the symptoms. Another problem is that the manual makes a lot of everyday behaviors into possible diseases (Popple & Leighninger, 2015).

A social worker is there to advocate to improve outcomes and quality of life especially when policies are a hindrance with progression. Social policy is efforts to shape the quality of life and relations to one another as well as society as an “whole” (Popple & Leighninger, 2015). The Mississippi Department of Mental Health is committed to developing and maintaining a comprehensive, statewide system of prevention, service, and support options for adults and children (Mississippi Department of Mental Health, 2017). The mental health service delivery in Ms is comprised of three components: stated operated programs/community service programs, regional community mental health centers and nonprofit/profit agencies/organizations (Mississippi Department of Mental Health, 2017).

Great point about lack of mental health care in the prison setting. Most states no longer allow
insanity defense and now require the mentally ill to serve time in a prison over a mental health
facility. For juveniles, they are rarely connected to the necessary mental health services to help
them not only control their mental health symptoms but to change their behavior. Social workers
