Strategically speaking, why is impression-based targeting better than segment-based targeting?

It's better because it has many advantages.  It enables marketers to design messages that reach primarily those who are likely to become customers, receivers of ads can view and rotate images, in impression-based targeting, advertisers can easily follow up with customers.
