a) The volume of wood submerged in water will be less after the oil is added. 

b) The density of water is 1000 kg/m^3 
The density of air is 1.225 kg/m^3 

M = 1000 * V * 0.87+ 1.225 * V * (1 - 0.87) 

When the oil is added the new fraction (P) of the block submerged in water is given by 

M = 1000 * V * P + 839 * V * (1 - P) 

So 
1000 * 0.87 + 1.225 * 0.13 = 1000 * P + 839 - 839* P 
870 + 0.15925 = 161 * P + 839 
P =31.15925  / 161 = 0.1935

19.35% of the block will be below the water line,the rest will be above the water and will be in the oil layer.
