needs the program seeks to address in the community and the extent to which it identifies the real
needs in the community, the process the program applies in meeting the needs, and how effective
the process is. Also vital for consideration is the outcomes the program intends to realize, how
they address the needs, and the efficiency the program is able to attain. Therefore, the four types
of evaluations play collaborative roles in revealing the nature of the program. Needs assessment,
process evaluation, outcome evaluation, and efficiency evaluation are designed to examine
different stages of the program, which allows an in-depth understanding of the program from its
conception to the end.
Part I
The Four Types of Program Evaluation
Needs Assessment
As the first stage of program evaluation, a needs assessment generates an understanding
of the program's conception. Conception entails an outline of the needs that triggered the
program and the objectives that are purposed to be attained by addressing the needs (Grinnell et
al., 2019). A needs assessment is used to identify what is lacking in a particular population and
how such scarcity inhibits it from attaining satisfactory lives (Grinnell et al., 2019). A need
implies a gap between two measurable circumstances. The two circumstances involve comparing
the current and ideal situations (Grinnell et al., 2019). Needs assessment goes further to collect
and analyze data on how to bridge the gap between the two situations (Grinnell et al., 2019).
Additionally, needs assessment allows program coordinators to systematically capitalize on the
most vital needs while allocating resources where they are needed most (O'Donnell, 2022).

Needs assessment, therefore, provides insights into the nature, scope, and locale of the program
selected to solve the problem based on evidence.
Process Evaluation
Process evaluation illustrates whether the social program was implemented in the manner
