It can not be determined using the data given. It only says, that it accelerated from rest to a final velocity of 16 m/s. But it does not tell, in how time it is accelerated or how much distance it has to cover to reach a final velocity of 16m/s. So we cant determine acceleration (a) of the tow truck as well as force on the tow truck (because F=Ma)

We could determine if one of the following things were given

  1. Time taken to reach a final velocity of 16m/s.
  2. Distance covered while accelerating up to final velocity of 16m/s.
