Introduction
Until the 1990s when the internet and digitalization started to be commercialized
worldwide, the discussion on the way to bridge the digital gap has attracted the attention of the
IT experts and gurus globally (Acılar, 2011). The digital gap deters various societies from
making use of the full gains that the communication, as well as the information technologies,
have the capacity to deliver or offer. Even though the number of citizens of America with the
access to the internet and computers keep growing on a daily basis, the digital gap also keeps
soaring at a high rate. The irony of it all is that a section of society that includes learned Asian
Pacific and White Islanders households, the higher income earners who are already connected to
the internet are now adopting modern and advanced technologies faster and are even connecting

the group with traditionally low rates for computers as well as internet accessibility to continue

Background Information
The rapid developments and advancements in digital technologies commonly known as
the information and communication technology (ICT) in a deeper meaning, has widely reshaped
the daily activities and the way people carry out their businesses in the entire world (Acılar,
2011). The connectivity to the internet has become one of the major vital and fundamental
infrastructures all over the world. According to the 2014 World Economic Forum, every extra
ten percent internet connections can result in a 1.2% per capita increase in the growth of the
gross domestic product (GDP) in emerging economies. The digital divide or gap that refers to the
disparity in access and usage of digital services and infrastructure between geographical regions,
businesses, individuals or households, remains critically broad for the emerging economies.
More particularly, digital divide affects specific segments of the population, for example, rural
communities and low-income earners, as a result of lack digital skills, affordability and digital
infrastructure (Armenta, et al, 2012). Based on this background, this sub-topic identifies four
main challenges discussed below:Insufficient digital services and infrastructure
Inadequate digital services and infrastructure include the inability to internet or network
devices, applications, software as well as the internet connectivity. A recent research (Facebook,
