-7x+4y=-28

The x intercept means that y is equal to 0 so substitute that in for y to find x. 

-7x + 0 = -28

x = 4

One point on the graph would be (4, 0)

The y intercept means that x will be equal to 0 

0 + 4y = -28 

y = -7

One point one the graph is (0, -7)

Simply connect the points together to get the graph.
