a.   f'(x) = 3x^2 -1

f'(0) = -1

therefore, slope = -1  at point (0, -1)

use point/slope formula to find equation of line

y+1 = -1(x - 0)

y+1 = -x

y = -x - 1

b.  since the derivative is negative, the slope is negative at the function is decreasing.
