Is the use of drones to counter terrorism the best method? This essay seeks to provide an
evaluation of the social effects of the use of drones to communities that live in areas under
constant surveillance by drones ("Public Policy, Privacy, and Drone Technology," n.d.). This
study examines how drone strikes have influenced the terrorist behavior. It explores the
connection between drone strikes and determinants of terrorist violence including terrorist attack
lethality, attack on tribal elders and terrorist attack patterns (In Knuckey, 2014). The available
data doesn't allow us to investigate whether the use of drones has increased the rate of
recruitment to terrorist organizations. However, according to Marzocchi and European
Parliament (2015), there is sufficient data to enable one to study the consequence of drone strikes
to terrorists and people in terrorism-prone areas. The existing report findings indicate that drone
strikes have led to a reduction in terrorist violence in various dimensions (Cordesman & Center
for Strategic and International Studies (Washington, D.C.), 2011). According to Ciment (2011),
the drone strikes are in most cases linked to a decrease in the number of terrorist attacks. In
addition to this, the drone strikes are linked to a decrease in the number of people killed due to
terrorism. Drone strikes have led to a reduction in selective targeting of tribal elders. However, in
2015, Chamayou and Lloyd argued that drones have been proven to reduce violence in the areas
close to where the drones have been used. This paper examines the social effects of drone
warfare on countries affected by terrorism.
According to Ciment (2011), the social effects of drones are an important policy concern.
For example the US has been called upon to stop drone strikes in areas such as Pakistan to
protect non-combatants, however, it has extended the drone use to other countries such as Yemen
and Somalia where militants are believed to operate from (In Knuckey, 2014). Some laws
strengthen and codify norms against targeted killings, but other law interpretations leave civilian,

officials and commanders with a great latitude to target enemy combatants assumed to be related
to the terrorist (McNeal & Brookings Institution, 2014). The effectiveness of the use of the drone
to counter terrorism is to the US policy makers. Currently, according to Chamayou and Lloyd
(2015), neither the US nor the advocates for human rights have brought evidence supporting the
use of drones or a disagreement about the effectiveness of drone strikes' impact on activities of
terrorists. Evidence based assessment needs to be carried out to sharpen the debate on the
efficiency...
