I believe the temperature is not 10 degree celsius and it is 510 degree celsius I will solve the question as 510 degree celsius 

Heat transfer rate =. Emmisivity x Boltzmann constant x area x (temp 1 in Rankin) ^4 -temp 2 in Rankin^4

  = 0.41 x 0.1713 x 10^ -8 x ( 385.5 x 10^ 10)

 = 2707 BTU/hr or 2856 kJ/hr
