Introduction
There are a lot of issues that are involved in deciding the acceptability or unacceptability
of research projects where human subjects are used as subjects. In this process, some principles
are the foundation of the ethical dimensions in these studies. In the United States of America,
there is ‘Common Rule' which borrows on the ideas developed in the Belmont Report. When the
National Research Act was signed into law in 1974, it led to the creation of the National
Commission for the Protection of Human Subjects of Biomedical and Behavioral Research
(Gostin, 2007). The creation of this commission was partially necessitated by the need to
establish the ethical principles that are applicable in the research studies where human subjects
were involved. Besides, the commission was tasked with the development of the guidelines that
would apply to make sure that the research where human subjects are involved are carried out in
a manner that is consistent with the ethical principles. It was out of the deliberations of the
commission that the Belmont Report was developed. The Belmont Report outlines the ethical
principles and guidelines that researchers should apply in finding answers to some of the ethical
concerns that may arise when conducting research where human subjects are involved (Zucker,
2013). The Common Rule is the body of ethical principles that were adopted by the United
States to guide research projects in which human beings were involved as subjects of study. The
Common Rule was created in 1981 and is closely linked to the Helsinki Declaration as revised in
1975. An analysis of the Common Rule and the Belmont Rule indicates that the two are closely
related. The Common Rule was developed from and is consistent with the ethical guidelines
contained in the Belmont Report.
