Following the attack on the South Tower of the World Trade Center, police helicopter
pilots revolving around the building conveyed warning messages of supposed flames in the impact
zone, which could potentially collapse the tower (Manoj and Baker, 2007). Many police officers
in the remaining tower received the warning and began evacuating people from the building. Yet
the warning messages did not reach other individuals such as the firefighters responding further
up the building, because of incompatible equipment and fragmented technologies. The issue arose
after the call to establish a trunk system because there was a large number of agencies responding
to the disaster. Consequently, the organizations that offered rescue efforts, which include the state
of New York's police department, fire department, the port authority police department, and the
emergency medical response team, established the system, limiting all communications to a single
talk channel. Also, the agencies set up the command channel for the incident support team of the
Federal Emergency Management Agency as the primary access to coordinate the system so the
different organizations would share the frequencies seamlessly. However, while a trunk system
