According to Bolman and Deal, (Chapter 4: The Political Frame, 1991, p. 188) political
processes are universal and can be identified in all postsecondary institutions. This paper
incorporates a case study of the ‘Virginia Tech University’ and consequently reviews the case
concerning political frames within the institution. Comprehension of the characteristics attached
to political structures within the university will be essential.
The Virginia Tech University faces challenges particularly concerning the faculty and the
provost. The faculty is in the process of holding discussions relating to a vote of no confidence in
the provost, Thanassis Rikakis. Faculty members argue that they are not satisfied with the overall
direction of the institution as well as the communication between administrators and themselves.
Also, there is a recent tussle with the provost arising from a memo that suggested that negative
tenure or promotion review could lead to a faculty member’s reappointment to a different post
within the institution. According to the faculty members, such a proposition contradicts and
consequently violates the Faculty Handbook. This perspective is; however, opposed by the
University’s administration affirming that the provost is in line with all the institution’s policies
and procedures that are incorporated into the Faculty Handbook. These particular issues in the

institution have a political inclination, and it is, therefore, crucial to evaluate the situation and the
same political lens.
It is evident that political perspectives or systems are inseparable from higher education
institutions. The primary rationale for this can be drawn from Manning (2012) as he argues that
political aspects are responsible for an institution’s, “interactions, connections, exchanges among
people, organizational levels, and institutional capital” (Manning, 2012, p. 67). Therefore, it is
impossible to isolate the political frames from the Virgin2ia Tech case. One of the distinct
aspects of the Virginia Tech case is that the main conflict is between the faculty group and the
administration group. It directs to an aspect of coalitions, which is evidently, a primary
characteristic of political systems (Birnbaum, 1988, p. 135). Manning (2012) argues that
coalitions within political systems often establish and consequently dissolve contingent to a
particular “issue, task or conflict” (Manning, 2012, p. 70). Coalitions are therefore essential in
every political system. Bolman and Deal, (1991, p. 188), argue that coalitions form political
processes thus emphasizing on this aspect. They further establish that coalitions within a specific
political system have, “enduring differences in…interests and perceptions of reality” (Bolman &
Deal, Chapter 4: The Political Frame, 1991, p. 188). Even concerning the Virginia Tech case,
conflict is a norm within any organization’s political system.
The other distinct aspect of the Virginia Tech case is the dissatisfaction of the faculty
with the institution’s direction and communication with administration. Political systems are
marred with strives for power and influence. The Virginia Tech case is not different. According
to Bastedo (2012), control is a critical aspect of political systems within higher education as it is
entrenched in, “Elite and coercive structures” and within “the institutionalization of authority and
leadership.” Manning (2012) on the other hand establishes that power within political systems in
