An organization's strategic objectives for a project are: 1. To complete the project on time and 2. To complete the project under an allocated budget while meeting project objectives. These objectives may include meeting product specifications and product output.
A project manager's responsibility is to use available manpower within the restraints of human resources plans to achieve above mentioned objectives of the project as well as that of the organization. To accomplish this task, an effective project manager prepares a man-loading plan using the data of human resources plan. This plan becomes his/her working template for the project execution. The project manager monitors the man-loading plan continuously as the project work progresses and takes corrective actions as deemed necessary to meet the project objectives. For monitoring budget, he/she uses available cost data such as money expended versus money remaining to complete the project under budget.
