Introduction
Poverty is one of the major issues that governments worldwide have had to grapple with.
Poverty is definitive in the state of people not having enough to cover their food, clothing, and
shelter. To afford every American citizen access to the American way of living, the Federal
government and other state organs have formulated and implemented policies and programs to
help battle poverty and its effects on the American population (Segal, 2016). Most federal
departments with differentiated mandates and services offering for the public have taken up
policies and initiated programs that have been fashioned to help fight against poverty in the
United States. The policies and programs have been crafted in a way that the Poverty Guidelines
inform them as a criterion to ensure that the affected are targeted to benefit from the program.
This means that the policies and programs are regulated through Eligibility Determination to
help the governments in reaching and helping the affected to fight poverty (Segal, 2016). For
instance, the Department of Health and Human Services has taken to roll out programs that target
different areas of social living. For instance, the Department of Health and Human Services has
taken to the rollout of programs that target the issue of offering medical insurance, maternity
services, and even extending student loans to help determined youth study and become health
professionals. The policies that will be of interest in this policy paper will be those aimed at
alleviating and fighting poverty through work to help communities get an advantage against their
situations. In its capacity, the United States Department of Labor has facilitated and continued
programs such as Job Corps, Workforce Innovation and Opportunity Act, and Senior Community
Service Employment Program.

History of Child Care Policy
The policy was set up in the interest of helping out children born into households that are
categorized as low-income generating. The policy was aimed at helping out families with
children under the age of 5 to provide the necessities that would help shape the lives of their
young ones. The policy is supported by the enactment of work programs that aim to intervene in
the Child and Dependent Care Tax Credit (CDCTC) provision. The program is aimed at reducing
child poverty by encouraging the eligible to take up work to support their households. The
CDCTC program and the Earned Income Tax credit were set to help boost employment, and the
level of income earnings as the goal of poverty reduction is achieved through the efforts thereof.
The Child Care Policy invoked the full conversion of the Child and Dependent Care Tax into a
refundable tax credit. This would then have the salvaged returns channeled into the support and
provision of needs for families deemed eligible due to their low incomes and tasked with raising
children below the age of 5 (National Academies of Sciences et al., 2019).
The Child Care Policy was found to be potent in its founding as a work incentive. As a
potent work incentive, employment was found to increase, positively contributing to an increase
in earnings. This policy is an incentive to communities with families that can pass as low-income
generating ones can have their situations evaluated, and their tax remissions are handled with the
inclusion and refund of the tax they are supposed to file. This could help the United States
government stamp out poverty by enabling family providers

Minimum Wage Policy
The United States federal minimum wage is capped at $7.25 per hour. This figure is
given as the least price floor on hourly wages that can be paid to nonexempt workers. States in

the United States have been able to set their minimum wage rates as needed. The state
government's regulated minimum wages are higher than the federally provided ones to qualify.
This protects the interest of unskilled workers and those in the informal sectors to secure
payments that can afford them a good livelihood. There has been interest in getting the federalprovided minimum wage raised. The intended raise in the federal minimum wage is to have it at
$10.25. The minimum wage raise will be indexed to inflation after implementation.
WorkAdvance Policy
In the hope of stamping out poverty, the policy looks at the possibility of creating career
advancement opportunities for people to enable them to earn better and provide for their needs
and those of their dependents. The policy is thus effective through programs that target to benefit
both employees and employers involved (Kazis et al., 2022, p. 1-3). Such work programs are
rolled out targeting unemployed adults working for low wages to be engaged in programs that
help them gain skills needed for good quality job openings. The programs thus equip the targeted
people with skills that would earn them placement into job openings that offer room for
advancement in their career pathways. The WorkAdvance Policy has been revised to stipulate
that all male heads of families with young ones with an income below 200% of the poverty line
should be eligible for the programs enacted under the policy's provisions.
