Since a fraction p/q can be written as p/q = p*1/q, we can confidently find when the fraction p/q is 0.
Summary
For p/q to be zero  you can have a) p as zero , therefore 0/q=0
                                                     b) q as zero , therefore p/0=0
Please note
1) Zero divide by any number=0
2) Any number divide by zero=0

Therfore the correct answer is ,C
