The potential of motorcyclists and their passengers of sustaining injuries or dying per
mile traveled on American roads are much higher than the probability of someone riding in a car.
It is a challenging safety situation for this category of road users because most of the accidents
that result in fatalities and deaths on the road are not due to their recklessness or failure to
observe traffic regulations. Significant numbers are victims of the actions of other road users that
put them at risk. While various types of injuries that led put the lives of motorcyclists in danger
and deny them the opportunity to participate in the socio-economic development of their
