Driverless Car Laws in North Carolina
For many years since the introduction of the automobile industry, the main means of
transportation has been the car. “Car” in this perspective means all the vehicles in the automobile
industry regardless of their shape or form. Cars like buses and vans are used to transport people
while tankers and trucks are used to transport goods. When an accident happens, for example,
when a car skids off the road, then people are injured or killed, this has a big negative impact on
society and the economy. If it's a car carrying goods like petroleum, then the damage to the
environment is massive.
Most of the accidents are always due to human error or distracted humans. The best
remedy for crashes due to human failure is the driverless car. The driverless car will be a selfdriving automobile and would not require being controlled by a human being. Because a
computer does not get tired or distracted, these vehicles will remove the risks associated with
human drivers. However, the self-driving cars will be operating on the roads where human
drivers are driving, and they will be required to follow laws. Since they cannot follow the rules
meant for human drivers, a special class of laws will have to be created specifically for them
(Kang, 2016).
The government is showing goodwill in adoption of self-driving cars. The white house
said that self-driving vehicles are better than human drivers because they get tired like humans
do. The whole project of testing the autonomous vehicles on roads is an expensive venture and it
is the federal government that is responsible for funding all of it. The government has designated
special areas in different states like the Triangle Expressway in North Carolina. The government
urged lawmakers to come up with uniform policies concerning the self-driving cars.


The state of North Carolina was recently selected to be one of the testing grounds for
these autonomous vehicles. It is now the responsibility of North Carolina lawmakers to come up
with laws that will encourage innovation in the self-driving cars while at the same time providing
safety to human-driven vehicles and pedestrians.
House Bill 469: Regulation of Fully Autonomous Vehicles, was overwhelmingly passed
by North Carolina and then sent to the Senate. The bill defines a self-driving car as a vehicle able
to perform technical and real-time operations in road traffic. To be an operator of the driverless
car, one must be a licensed driver. The bill also requires that a self-driving car is registered with
the regulatory body. Even though this may become law, the vehicles they target will not see any
mass production until 2021 when some car makers like Audi predict to have level 4 of these cars
in mass production. Level 4 vehicles are those that can operate in certain areas under certain
conditions (Kang, 2016).
Though the bill has not become law yet, it is on its way to becoming law. Another
requirement of the bill is that a minor who is below 12-years old should be in the self-driving car
alone when it is moving. An under-age can only be in the vehicle if an adult who is a registered
driver is in the car too. Finally, the bill requires that all passengers in the vehicle put on their
safety belts just like passengers in human-driven vehicles would. It is also the responsibility of
the river or the operator to call law enforcement should the car be involved in a crash. Not doing
so would attract punishment that other drivers are subjected to in such circumstances (Kang,
