x^2+y^2-16x+18y=-141 

x^2+y^2-16x+18y+141 =0

x^2-16x+y^2+18y+141 =0

Convert the above to the form (x+a)^2 to (y+b)^2 = r^2

so the center will be (-a, -b).

so the above equation becomes

x^2-16x+64-64 +y^2+18y+81-81+141 =0

x^2-16x+64+y^2+18y+81-64-81+141 =0

(x-8)^2 + (y+9)^2 -145 +141 =0

(x-8)^2 + (y+9)^2 -4 =0

(x-8)^2 + (y+9)^2 =4

so the center is (8, -9).
