put the values in the inequality and check whether it is satisfying

 y ≤ |x + 2| - 3  

0 ≤ |1 + 2| - 3 

0 ≤ |3| - 3

0≤  3 - 3  

0≤  0  

this shows that this equation is satisfied because 0=0

so answer is
