The molecule weight of KOH is 56.1g/mol,  400g is 400/56.1 = 7.13 moles

KOH +HCl = KCl+ H2O

the number of moles for KOH and HCl in the reaction is 1:1, thus we need 7.13 moles HCl, this is up to

7.13/0.5 = 14.26 L of HCl
