He was meaning that the United States is not some type of association of States, where any state would leave any time they would feel that they would benefit from it, and that is why he choose to fight the Confederate States militarily. His first step towards making the US we know now was  "Articles of Incorporation and Perpetual Union" in 1778, and it meant that once admitted to the Union, that state was a permanent member to the nation and not free to join other nation.
