How is it the fact that P waves travel more quickly than S waves used to determine the distance of an earthquake's epicenter from a seismograph station?

Primary waves (P-waves) are a type of elastic, seismic waves that can travel through all three phases of matter. They are made by earthquakes and consists of great intensity, so the scale picks up the signal first due to its high velocity. Shear waves (S) are not able to travel through fluid matter thus having a slower travel rate .
