Correct use of "do" versus "does"

The correct sentence is: "The Committee recommends that it does so."

Do is used in relation to the first and second grammatical person whereby the subject of the sentence is you, we, i, or they.

Does is used in relation to the third grammatical person narrative whereby the subject is it, he or she.
