what is the simplest polynomial function with 1, 4 and -3?

The question is not totally clear, but if you're talking about the coefficients of the function, then

x^2 + 4x - 3   would be the simplest polynomial function

If 1, 4, and - 3 represent the roots of the function, then

f(x) = (x - 1)(x - 4)(x + 3)

= x^3 - 2x^2 - 11x + 12
