Effort force is defined as the force being used to get the work done.

Explanation:  For example:  you are dragging a block along a horizontal plane.  A rope is attached to this block at an angle say 30 degrees to the block center line.   Then the force used to get work done is equal to

pulling force x cos 30 is the effort force.  It means that it is the horizontal component of the force that is acting along the rope as pull.
