5x^10               My answer base 5x, exponent is 10.  Is this correct?

The base is x, exponent is 10.

The base is only number or variable which you bring to the exponent.

In our case it is x

if the base number is connected with a negative sign, would that be part of the base?

If for example (-x)^2, the base will be -x, the exponent will be 2.

If for example -(x)^2, the base will be x, the exponent will be 2.
