3^3 * 3^7                 In this case would I multiply both base and exponents?   Would my answer be, 9^21?

follow this simple rule

In multiplication if bases are common than add their respective exponents.

so the answer would be

3^3 x 3^7  = 3^(3+7)

                 =3^10
