The is the radical. Whatever is inside the radical CANNOT be a negative number, so it cannot be less than zero

So, we set up the equation as

1.06y - 0.48 >_ 0

Then solve

1.06y >_ 0.48

y >_ 0.48/1.06

y >_ 0.453

Note, even though we normally associate y as the variable for the range, in THIS case it is the independent variable and therefore represents the domain.
